Summary

Haven's Intelligence Council, known formally as the Speculatores, serves as the eyes and ears of The Triumvirate. Operating from the shadows, the Speculatores are responsible for internal security, counter-intelligence, and rooting out threats to Haven's stability. The organization manages a network of spies, informants, and investigators both within Haven's walls and in occupied territories like Fanewick.

Under Kreil Dirn's leadership, the Speculatores walk a difficult line between protecting Haven and preserving its values. As the Triumvirate's methods grow more aggressive, Kreil finds himself increasingly torn between his duty and his conscience. The organization has become more militarized and heavy-handed, hunting insurgents like The Fanewraith while trying to maintain some semblance of justice.
